Yeah, from what I understand, they implemented this right after they had to move the ohnotheydidnt community onto its own server because it was sucking up so many resources that it kept crashing LJ - so they fix that and get the site working again, then immediately implement a script that slows things back down to a crawl.

The opt-out thing works, though, I tested it. *g*
