From the rest of this convo, it looks like you never need to use location-based services? N that case, I think all you'd need to do is go to Settings/General, and make sure location services is turned off.

You don't need to worry about Google getting a phone number, so at that point it's just basic browsing; if you check your mail in a mail app, it should be isolated from your browser, I think.
