Yes; I don't think they're going to randomly merge different gmail addresses together.
OTOH, two different people have said that with the advent of G+ last year, Google merged things for them that they'd signed up for under separate email addresses -- they just hadn't used Gmail addies. So it could be that Google is respecting separate Gmail accounts as belonging to separate identities, but that's it.
It's hard to tell, especially as it appears to happen almost randomly. Very damn annoying!
But if you're using two separate Gmail addies for things, the odds are very high that those identities will be kept separate.

Ah, and in fact, here we go: It's not currently possible to merge two Google accounts (Google Help pages). So two Gmail addies will stay separate.
