They were trying! They didn't have many tools and were addressing an audience that barely had the language to understand what they were saying, but they were trying. And every little bit helps to de-stigmatize, painfully slow as the progress can be.
Echoing Dorinda, the NC ep was also sort of remarkable for everyone else's lack of upset/distress, given the period. Charlene's husband knew she was trans and couldn't have cared less. For a sitcom that could so easily have gone for cheap jokes/stunts, it was pretty impressive.
